Johannesburg's safety swings 33 points between its best axis and its worst; Tokyo's swings just one. We ranked cities by how evenly safe they are across night, personal, transport and healthcare — because a great overall score can quietly hide one dangerous gap, and the spiky cities are the ones that catch travellers out.
Johannesburg is the most lopsided major city we track: a 33-point gap between its best axis (healthcare, 56) and its worst (night safety, 23). Tokyo is the opposite — its four axes sit within a single point of each other, so what its overall score promises is what a traveller actually gets, day or night.
Most safety rankings give a city one score and stop. But two cities can share an identical overall number and feel completely different on the ground: one is a flat, predictable 80 across every axis, while the other averages 80 by pairing a world-class hospital system with streets you wouldn't walk alone at 1am. For a traveller, the second city is the dangerous one — not because it's worse on average, but because the risk is concentrated in one place the headline number quietly smooths over.
So we ranked cities a different way. For each one we took its four Kakapo sub-scores — night safety, personal safety, transport and healthcare — and measured the range: the distance from its strongest axis to its weakest. Small range, evenly safe. Big range, spiky.
These are the cities most likely to catch a traveller out. Every one has at least one genuinely strong axis — usually healthcare or public transport — sitting more than 25 points above its weakest. Read across each row and the pattern jumps out: the right-hand columns are strong, the left-hand ones (night and personal safety) are where the city gives way.

At the other end are the cities that read the same however you slice them. Their four axes cluster within a few points, so the overall score is honest — there's no hidden weak spot waiting after dark or in an emergency. Tokyo, Kyoto and Osaka are almost perfectly flat; Antwerp and Tangier are dead level at their own respective levels; Prague, Copenhagen and Warsaw show the same evenness lower down the table.

The lopsided cities almost all tilt in one direction: healthcare and transport high, night and personal safety low. That's not a coincidence. Big, wealthy cities build excellent hospitals and metro systems — infrastructure that lifts two of the four axes regardless of street crime. What those investments don't fix is the after-dark risk in specific districts, which is why San Francisco, Chicago and Paris can post reassuring overall numbers while still carrying a sharp night-safety gap. The takeaway for a traveller is practical: in a spiky city, the plan isn't "avoid the city," it's "respect the one axis that's weak" — usually the walk home.
Every Kakapo city score breaks into four sub-scores — night safety, personal safety, transport and healthcare. For each city we computed the range (highest sub-score minus lowest) and ranked by it: the lowest ranges are the most evenly safe, the highest are the spikiest. We worked from one row per city (the largest-population place, population above 200,000, all four sub-scores present) and curated to recognisable cities so the comparison is legible.
