Yes but narrowly. The pattern: a young woman in costume on a side street off Chuo-dori offers a 'special discount' at a nearby cafe; the venue is unlicensed and the bill arrives at ¥30,000-80,000. The major franchised maid cafes — @home cafe, Maidreamin, Cure Maid Cafe — are completely safe with posted prices. The rule is never follow a tout to any venue; walk directly into a named chain. If hit with an inflated bill, refuse to pay and call 110 — touts usually abandon rather than face police.
